Project Overview
~$1.6+ Billion direct investment planned for the conversion of the former coal plant into a 2.5+ GW natural gas fired plant, including related electrical infrastructure. Over $3 Billion in total economic impact, including direct, indirect, and induced spend over the 3 year construction period. The Existing electrical infrastructure will be leveraged to increase speed to market, providing a critical advantage over other new power generation projects.
Site History
Bruce Mansfield Power Plant began commercial operations of Unit 1 in 1976 with Units 2 and 3 following suit in 1977 and 1980 respectively. Construction of Bruce Mansfield commenced in 1970. All three of the units generated 830 net MWs each with a nameplate capacity of 2490 MW. The plant was operated by Pennsylvania Power and was named after D. Bruce Mansfield, a former chairman of Penn Power.

On July 15th, 2025, Senator Dave McCormick hosted Pennsylvania Energy and Innovation Summit, which brought together leaders from the energy, technology, infrastructure, and investment sectors to advance Pennsylvania’s role in powering America’s future. The redevelopment of Shippingport Power Station was featured and announced alongside other major energy and technology projects. Together, these projects represent more than $90 billion in planned private investment and demonstrate Pennsylvania’s growing importance to energy security, artificial intelligence, and advanced industry.

Coal to Gas Conversion
The conversion of the coal plant decommissioned in 2019, which consists of three super-critical Foster Wheeler coal-fired boilers with 906 gross MW output each. These units will burn natural gas and will include new burners, boiler refurbishment, and control system upgrades.
Refurbishment of Key Equipment
Refurbishment of three (3) GE steam turbine and generators and balance of plant equipment, including cooling towers, stacks, transformers, and other infrastructure. Upgrade of plant control system including replacement of manual synchronization equipment and communication systems throughout the plant.
Gas Line Extension
Installation of high-pressure natural gas supply line laterals from large regional providers. Construction of on-site gas receiving station, header system, and metering point. National Fuel Gas (NFG) Shippingport Lateral extension from “NFG Line N” via a 24″ supply line with a targeted delivery of November 2026.
Interconnection
Re-establishment of interconnection with PJM, the Regional Transmission Operator (“RTO”), for testing each 850 MW (net) steam turbine generator at full load. Plans to export 2,550 MW of excess power to the PJM, to support surging power demands of the RTO. Shippingport Power Station submitted application for PJM Cycle 01 for power delivery by Q4 2028 / Q1 2029 timeline.
